In the end I got a free coupon for a free taco for the inconvenience. Still I shouldn't have had to get upset to get my food after others ordered after me.

I inquired further and was told the owner and co owner decided to stop offering cups of water. I was basically forced to purchase a drink. Makes absolutely no sense. I would advised for this decision to be revisited.
