I lived at Spark Black Bear Apartments for three years, and my experience has been increasingly disappointing.
The *elevator has been out of service for 4–5 months*, and when I contacted management about repairs, I was simply told that the vendor is busy and I should use the stairs. No updates, no timeline, and no real concern for residents’ needs.
On top of that, *the property is poorly maintained*. There’s dog poop everywhere, the grass is damaged, and it’s clear that upkeep is not a priority for management.
At move-out, despite *deep cleaning the carpet myself*, I was charged *$300 for painting* and forced to pay for carpet cleaning through a company they contract with. They claimed I had no choice but to use their vendor—even if I already cleaned it—so it feels like an intentional upcharge.
Finally, the *property manager is extremely rude* and dismissive. Any attempt to communicate concerns is met with unprofessionalism.
I wouldn’t recommend living here—especially with ongoing maintenance issues, surprise charges, and poor management.
Do not look the positive review, they had a program for their resident if they complete the review they would get a food festival pass at Morgantown.

We lived here for almost three years, always paid rent on time, and took really good care of our apartment. Before moving out, we spent days deep cleaning, deep scrubbing everything, kitchen, bathtubs, etc. , washing the carpets with a rented machine, and making sure the place was spotless. Despite that, management still took almost $700 from our deposit with bogus charges: $300 for painting (just normal wear and tear), $160 for carpet cleaning even though we already did it ourselves, $40 for blinds that weren’t broken, and $20 just to remove a child lock.
On top of that, they charged us for an extra day of rent and trash even though we moved out and returned the keys a couple of days earlier, and they even added duplicate charges for utilities and trash.
Once they knew we were moving out, the maintenance became careless and poorly handled.
It feels like no matter how much effort you put in, they will find a way to take your money when you leave. This place left us feeling cheated, and we would warn anyone considering moving here: don’t do it. There are better and cheaper places in Morgantown.

3rd floor dog barking day & night 24/7. Sounds like the dog is dying from the yelps. Management ignores you, clearly doesn’t care about residents or animals wellbeing.
Don’t come here. That is my advice to anyone who is thinking about it. I have been here for 2 weeks and it sucks. I regret being here.
1-Construction: Poor. You hear and feel every step and sound. Ceiling, doors and windows are cracking. No privacy or comfort. I feel earthquake many times every day when neighbors walk, run, cough or use anything. You wake up middle of night because of that. Light was about to fall over me from the earthquake movements
2-Front Desk: the worst ever. They are superficial. Pretend that there is no problem and you have delusions. Don’t take complaints seriously. I have been complaining since my second day about noise and building cracks and they havenot done anything for 10 days till I complained 4 times and kept saying I can’t sleep since I am here and eventually they had to talk to neighbours and ended by there is nothing we can do and we should wait till other coworker comes because we can’t bother him with this complaint. Guess what? The other coworker is back for few days now and I sent emails to FUP but they are not responding , no one updated me about what they will do. Ignorance and neglect reflect unprofessionalism
3- Dog barking all over the day. Non-stop
4- Trash: should come Sunday to Friday but they don’t actually come. They leave you from Friday till Monday. They don’t take boxes so you have to cut them otherwise they leave them
5- WiFi: interrupted every hour.
I lived in apartment complex for 6 years and I never had such terrible experience. Front desk and management have to do more. I had to write here since they are not responding to emails and not getting back to me as they say. I attached videos of sounds that I hear everyday.
Again don’t come here.
UPDATE: The management team has discussed possible options to fix problems and I moved me to the 4th floor and it is more quiet. They were understanding and helpful. Problems are fixed.
I lived at Black Bear for three years and absolutely loved it! The location couldn’t be better—you’re just minutes from grocery stores, shopping, and great restaurants, plus easy access to the interstate makes getting around so convenient. It’s also pet-friendly! My dogs loved the dog park and playing with their furry friends. The maintenance team was fantastic and always responded to requests promptly. And the pool was such a bonus during the summer months. Overall, I had a great experience and would highly recommend it!
