I signed a work agreement and provided a down payment of more than half of the total bill on 5/26 to have a deck created around a pool. I was originally told I would be getting a CAD drawing of the project and a parts/supply list of what was going to be used for the project. I was also told that they would be coming back to show us samples of the deck railing options and this never happened.
They came out to measure the area for the project on 6/5, but did not come prepared with any CAD, parts/supply list, or a copy of the already signed work agreement. They showed up with notes for the wrong decking color and the measurements of the deck in the wrong direction (LxW). Originally the salesman said they would be "pouring footings" but then told me later they were installing screw/anchor footings instead of pouring concrete and if I wanted concrete, it would be more money for labor.
I had to contact them multiple times to see what the status of my project was. After nearly two weeks with radio silence from Eagle, I reached out again. Michael did call me back the on 6/19 and he was then able to provide a copy of the signed work agreement, an invoice, railing sample pictures/website link and did provide a link to the Timber Tech website as their CAD drawing. The Timber Tech website allows anyone to create a CAD drawing of a deck. This was a disappointment since it was also not drawn to scale. We had agreed to 6-foot-wide stairs and a gate at the top of the stairs per our town's building code but within the drawing the stairs were only 4 feet wide with no gate.
On 6/19, Michael advised me they could start on the week of 7/4. At this time, I was going to be out of town and would like to be home when the job starts. He then said they could start the following week on 7/14. I reached out to Michael on 7/14 (because there was no communication) and he said they have good and bad news. He said the good news is they have all the materials in for the job, but the bad news is that their supplier sent the wrong decking color.
On 07/17, they let us know the decking would not be coming in for another 3-4 weeks. We wanted to get the job started asap once they have the correct materials in and they said if they have a "sub-contractor" available they could start. In one of my original conversations with the salesman, they mentioned that they do not hire subcontractors, and all their contractors are employees of Eagle Exteriors.
I called Eagle on 08/07/25 during the 3rd week since our last conversation and said they would have a date for the decking to come in and the start date by the end of the day on 08/07/25. On Wednesday 08/13/25, I then got a call from David the Owner of Eagle Exteriors.
David said the supplier was having issues getting the product and they could not do the job anymore and would need to refund my deposit. He said that the crew that was originally going to do the work now wanted double the amount in labor for the job and that he had to let them go. He then said that he did not have the money to cover the returned deposit and would need 60-90 days to get back my deposit. I told him that it was unacceptable. He said they usually do it within 30 days but since the amount was so much, he would need more time. I asked him, how is it that they cashed my deposit check on 5/29, three days after I signed the contract, but would now need an additional 60 - 90 days to get my deposit back after they had already cashed my deposit more than already 77 days before. He said that the supplier was not giving them as much credit as before. He also said that he had used the money to pay for other operations in the company and that he didn't have the deposit I had given on 5/26.
Reply to the response from the owner:The owner said their company policy is a refund within 30 days. It's been over 30 days and I still do not have my refund. I think I have been very patient when they said they could start 6/9 to then be told that they could not perform the work on 8/13, 9 weeks later. Also when my deposit was cashed over 15 weeks ago
