I moved in at the end of May 2025, and I’ve waited until the end of September to get to know the place before writing this review. I’m very happy and impressed, living in Congressional Towers Apartments in Rockville. From the start, working with Gamal, my leasing agent, I felt that he really listened to me and what I was looking for, before showing me an apartment just right for me. My apartment faces the woods around Woodmont Country Club, and I’ve really enjoyed seeing all the birds, bunnies, and an occasional deer. My dogs and I love all the green space around the apartments. It adds a lot to a community, to have park space, and I like seeing all the ways my neighbors enjoy the two central park areas, as well as the green space around the buildings. The apartment maintenance is excellent with each hall and common area thoroughly cleaned each day. The maintenance staff is always friendly and helpful. There are 4 buildings with approximately 600 apartments, but when my refrigerator started making noise, a repair person was at my door within 10 minutes, and the problem solved quickly. I’m particularly impressed with my neighbors, young, old, kids, and dogs. Everyone has been consistently friendly and polite. The apartments are large, and very well maintained. I think all of my appliances are new. The lobby has just completed a really nice renovation. The community has many nice amenities, including even a dog bathing room and a full sized, professional gym. That utilities are included is really convenient. I pay my rent and everything else is taken care of. The area is as convenient as you can get, with many restaurants, grocery stores, nice shops, and a metro stop within a short walking distance. I also feel my neighborhood is very safe. I often walk my dogs before sunrise, and I appreciate the security car that drives back and forth through the parking lots, just to add that extra layer of protection in a safe area. If you want to feel comfortable and cared for, I highly recommend Congressional Towers Apartments in Rockville.

I do not recommend renting here.
We lived at this property for three years. The first two were manageable, largely because we had respectful neighbors upstairs. Unfortunately, the last year has been a nightmare. A new family moved in above us with small children who ran, jumped, and threw toys around all day long. The noise was relentless and made daily life extremely difficult.
Management did nothing meaningful to resolve the issue. When we asked to terminate our lease early due to the unlivable conditions, their response was essentially: Sure, but pay us two months’ rent to leave. In other words, we were expected to tolerate the noise or pay a financial penalty just to escape it. This level of apathy from management is unacceptable.
To be fair, there are a few pros:
Good location
Strong local schools (elementary and high)
Nice pool
But the cons far outweigh them:
Unresponsive and mediocre management
Overwhelming noise due to poor construction and almost zero soundproofing
Frequent car break-ins
Ongoing construction and unpleasant smells throughout the complex
Cheap flooring that amplifies every footstep from above
The only two redeeming qualities I can point to are the pool party in July and the consistently helpful, friendly maintenance team—both deserving of recognition.
Bottom line: Think twice before signing a lease here. For the same price, you can find a quieter, better-managed, and safer place to live.
Update: Thank you for your response. However, management has long been aware of all the issues I described, so there’s no need to "reach out" again. I even contacted higher-level leadership at Polinger, but unfortunately, the result was the same—no action. With all due respect, I find these replies dishonest. It seems the primary concern of the management is maintaining a five-star image, not addressing real resident concerns.
