He is my neighbor.The code compliance officer, arrived out of nowhere several days after I bought a mini backhoe for putting in irrigation and planting fruit trees, the compliance officer took several pictures and went directly to Blackburn's house, you figure it out yourself. None of the other neighbors want anything to do with him.
